* time/Makefile (tst-getdate-ENV): Add TZDIR to environment.
	* time/Depend: New, add dependency on timezone.

	* time/tst-getdate.c: Add testcase for bug report by Hendrik
	Uhlmann <HUhlmann@stn-atlas.de>.
	* time/datemsk: Likewise.
