mxstartupctl and bad port numbers

Having an illegal portnumber /etc/mxstartups yields to a hang in the start/stop machinery.
This is caused by stale cfg/cfg.r files in [/var]/run/mariux, requiring manual intervention.
(this bug was found by P.M. during his famous fuzzing experiment on mxstartups :)
