Subject: [PATCH] usrlocalpkg/admin/config: default to python-3.12.8-0

Release 3.12.8 to the public ...

Notable changes:
- napari and snakemake are back in the package
- tensorflow was thrown out, but with 'tfpython' the
  previous python with tensorflow can be called
