Have a button to enable, disable panning/zooming in chartjs plots

When scrolling down the page the current implementation is sometimes annoying

Similar to Bokeh I would like to add a button to enable/disable zooming/panning (albeit I'm not sure this is possible)

Works but doesn't quite behave as I would like (+ implementation could be cleaner on some pages). The issue is that while scrolling down a page, the scrolling stops as soon as the mouse hovers over a plot.
