Linking from footnote to footnote does not work

https://www.mprl-series.mpg.de/studies/11/3/index.html#fn32 should jump to footnote 21, the link behind this is https://www.mprl-series.mpg.de/studies/11/3/index.html#111 which might be the correct number order-wise, but for footnotes there is only one paragraph marker. So instead of the link going to 111 it should point to #fn21.
