autoconf: Add tests for memmem, strtoumax and mkdtemp functions

Update configure.ac (and config.mak.in) to keep up with git
development by adding tests for memmem (NO_MEMMEM), strtoumax
(NO_STRTOUMAX) and mkdtemp (NO_MKDTEMP) functions.
