Allow ':/<oneline-prefix>' syntax to work with save_commit_buffer == 0

Earlier, ':/<oneline-prefix>' would not work (i.e. die) with commands that
set save_commit_buffer = 0, such as blame, describe, pack-objects, reflog
and bundle.
