[SCSI] qla2xxx: Ensure RISC-interrupt-enabled consistency for IS_NOPO…

…LLING_TYPE() ISPs.

Original code should work as well given qla24xx_reset_adapter()
is only called in extreme cases where the HBA is taken offline.
