netfilter: fix ebtables dependencies

Ingo Molnar reported a build error with ebtables:

ERROR: "ebt_do_table" [net/bridge/netfilter/ebtable_broute.ko] undefined!

This reason is a missing dependencies that got lost during Kconfig cleanups.
Restore it.
