xtensa: xtfpga: set ethoc clock frequency

Connect xtfpga board ethernet MAC to the clock in the DTS. Set up MAC base frequency in the platform data in case of build w/o CONFIG_OF. Signed-off-by: Max Filippov <jcmvbkbc@gmail.com>
