[SCSI] qla2xxx: Remove RISC pause/release barriers during flash manip…

…ulation.

Remove unnecessary RISC pause/release barriers during
ISP24xx flash manipulation.  The ISP24xx can arbitrate flash
access requests during RISC executions.
