[CIFS] Remove sparse warning

Move extern for cifsConvertToUCS to different header to prevent following warning: CHECK fs/cifs/cifs_unicode.c fs/cifs/cifs_unicode.c:267:1: warning: symbol 'cifsConvertToUCS' was not declared.
