[POWERPC] Remove unused CONFIG_WANT_DEVICE_TREE

CONFIG_DEVICE_TREE was the only user of CONFIG_WANT_DEVICE_TREE but it was removed in commit id 2543133 (bootwrapper: Build multiple cuImages).
