[Bluetooth] Correct SCO buffer for Broadcom based HP laptops

The SCO buffer size values on HP laptops with a Bluetooth chip from
Broadcom are wrong. The USB Bluetooth driver has to set a quirk to
correct the SCO buffer size values.
