cpio: Update version from 2.11 to 2.12

From the [Web site][1]:

> *   Improved documentation.
> *   Manpages are installed by make install.
> *   New options for copy-out mode: --ignore-devno, --renumber-inodes,
> *   --device-independent, --reproducible.

The new continuous integration system found out, that the current
version does not build, so fix it by updating to the latest version from
2015.
