atom: Add version 1.8.0

Wanted by Peter Arndt [1].

> Atom is a text editor that's modern, approachable, yet hackable to the
> core—a tool you can customize to do anything but also use productively
> without ever touching a config file.

Create a versionless bee file, by running the command below and adapting
the output.

```
$ bee init https://github.com/atom/atom/archive/v1.8.0.tar.gz
creating v1.8.0-0-0.bee from template '/etc/default/bee/templates/fallback'
```

Adapt `mee_build()` and `mee_install()` according to the build
instructions [3].

Report issue #12151 [4] regarding the location of the Node.js modules
directory.
