wayland: Update version from 1.16.0 to 1.19.0

[Mesa 21.1.5 requires at least version 1.18.0][1], so update to the
latest release 1.19.0.

`/usr/share/man/man3/wl_display_connect_to_fd.3` is not created anymore
(with Meson), and, therefore, the MarIuX issue [1900 (wayland: bug in
man page redirect)][2] is obsolete.
