desktop-file-utils: Update to 0.24 via bee (re-)init

Recent AppImages (orca) can not utilize the installed
desktop-file-install utility from 2011.

Note: the update might affect functionality of the bee hook
  bee/hooks/update-desktop-database.sh. At least the
  callup didn't change, so I think it's save to update.
