efivar: Add version 36
[efivar][1] provides the two libraries `libefivar` and `libefiboot`,
which allow for the simple manipulation of UEFI variables. Both are
needed by efibootmgr.

Create the bee file with the command below.

    bee init https://github.com/rhboot/efivar/releases/download/36/efivar-36.tar.bz2
    creating efivar-36-0.bee from template '/etc/default/bee/templates/fallback'
