mxq: Update version from 0.25.3 to 0.25.4

https://github.molgen.mpg.de/mariux64/mxq/releases/tag/0.25.4 In this release mxqsub enforces some limits: 1) The number of active groups per user (default: 100) 2) The number of pending jobs per group (default: 10000)
