pyqt: Add PyQt for Qt4 and Qt5

PyQt is a set of Python v2 and v3 bindings for the Qt application
framework. Naming is a bit inconsistent:
- PyQt-x11-gpl-4.11.4 -> Qt4
- PyQt5_gpl-5.7 -> Qt5
