These are needed for cups-filters 1.22.5.

cups-filters 1.22.5 requires this version.

    checking for LIBQPDF... no
    configure: error: Package requirements (libqpdf >= 8.3.0) were not met:

    Requested 'libqpdf >= 8.3.0' but version of libqpdf is 6.0.0

Take QPDF out of `/package/tonerlow` and put it into the system for
easier maintenance.
