2. pstoedit: Restore shared build and dev options …

   This is needed, because otherwise other tools/libs like
   libplot (imagemagick too?) won't be callable.
   
   The libs might be also used by python extensions, so make shure
   that every part is compiled with -fPIC.
   
   BTW: It's hard to get rid of the docs :)
