Moved plugins from PREFIX to LIBDIR, otherwise formerly built Qt5 applications fail to find 'platforms/libqxcb.so'. Make building of xcb, opengl bindings mandatory, otherwise Qt would silently build w/o supporting them (...).

Tests look still good, and since the infamous rstudio-1.2 is out of the way, I opt for merging (finally :). |

Before installing, the issue with Rstudio needs a solution (Rstudio seems to stick to 5.12, maybe there are already fixes/hacks available?)
Also note: the pending python builds (3.8.6, 3.9.0) already use 5.15.
