Update Mesa 3D from 21.1.6 to 21.2.1

Tested on machmal (nouveau) and eldersoftheinternet (proprietary Nvidia, no change).

It’d be great if somebody could update with sudo bee update mesalib and then check glxinfo and fgfs or stellarium.
