1. libvorbis: update 1.2.3 to 1.3.7 …

   - be0ify
   - build static and shared libs
   - fix lib symlink creation. Only symlink libvorbis.so and
   file libvorbis.so.x.y.z got installed, ldconfig fails to
   create libvorbis.so.x so we'll do that manually.
