Julia: remove julia

When this is deinstalled on the distmaster, command aliases julia and 'julia-debug' should be configured in the package wrapper config at the same time, so that the commands continues to work without prun.

Also a package alias "julia" to the lastest (or most stable?) julia package should be added.

julia-1.0.0-0 ist still set to BUILD in mxpkg. We should not depend on a package in BUILD state, because its not mounted read-only. Everybody, also please have a look at the other BUiLD states:

# pkg-name LOCAL|BUILD
# BUILD: mount read/write for building
python-2.7.15-1 BUILD
octave-4.4.0-0 BUILD
julia-1.0.0-0 BUILD
