crypto: caam/qi - fix compilation with CONFIG_DEBUG_FORCE_WEAK_PER_CPU=y

caam/qi driver fails to compile when CONFIG_DEBUG_FORCE_WEAK_PER_CPU=y.
Fix it by making the offending local per_cpu variable global.
