net/mlx5e: Deletes unnecessary setting of esw_attr->parse_attr

This patch deletes unnecessary setting of the esw_attr->parse_attr
to parse_attr in parse_tc_fdb_actions() because it is already done
by the mlx5e_flow_esw_attr_init() function.
