net: lan743x: also select PHYLIB

Since FIXED_PHY depends on PHYLIB, PHYLIB needs to be set to avoid
a kconfig warning:

WARNING: unmet direct dependencies detected for FIXED_PHY
  Depends on [n]: NETDEVICES [=y] && PHYLIB [=n]
