fs/quota: Replace XQM_MAXQUOTAS usage with MAXQUOTAS

XQM_MAXQUOTAS and MAXQUOTAS are, it appears, equivalent. Replace all
usage of XQM_MAXQUOTAS and remove it along with the unused XQM_*QUOTA
definitions.
