powerpc: Remove use of CONFIG_PPC_MERGE

Now that arch/ppc is gone and CONFIG_PPC_MERGE is always set, remove
the dead code associated with !CONFIG_PPC_MERGE from arch/powerpc
and include/asm-powerpc.
