riscv: Add SiPeed MAIX DOCK board device tree
Add the device tree sipeed_maix_dock.dts for the SiPeed MAIX DOCK m1 and m1w boards. This device tree enables LEDs, gpio, i2c and spi/mmc SD card devices.
