ARCv2: [vdk] Enable ARC PGU on HS38 VDK

With required ARC PGU updates that allow it to be used on simulation platforms we may finally utilize ARC PGU in HS38 VDK with modern Linux kernels. Signed-off-by: Alexey Brodkin <abrodkin@synopsys.com>
