platform/x86: x86-android-tablets: Add Asus ME176C/TF103C charger and…

… fuelgauge props

Add properties describing the battery on the Asus ME176C / TF103C
tablets. The max constant charge volt / current settings were taken
from the factory Android image on these tablets.
