Revert "drm/msm/mdp5: provide dynamic bandwidth management"

This reverts commit c1d12c1.

Breaks armv7 build

  ERROR: modpost: "__aeabi_ldivmod" [drivers/gpu/drm/msm/msm.ko] undefined!
