powerpc/powernv: Use MSI bitmap to manage IRQs

The patch intends to use that mechanism to manage MSI interrupts for PowerNV platform. Signed-off-by: Gavin Shan <shangw@linux.vnet.ibm.com> Signed-off-by: Michael Ellerman <michael@ellerman.id.au>
