Merge branches 'intel_pstate' and 'pm-domains'

* intel_pstate:
  cpufreq: intel_pstate: Correct the busy calculation for KNL

* pm-domains:
  PM / Domains: defer dev_pm_domain_set() until genpd->attach_dev succeeds if present
