Our Inkscape 0.92.4 installation misses Bitmap tracing options.

-- Could not locate the Potrace library headers: the Trace Bitmap and Paintbucket tools will be disabled

The header files are not installed.

$ sudo bee list potrace
potrace-1.13-0.x86_64
$ sudo bee query potrace-1.13-0.x86_64
/usr/bin/mkbitmap
/usr/bin/potrace
/usr/share/doc/potrace/placement.pdf
/usr/share/man/man1/mkbitmap.1
/usr/share/man/man1/potrace.1

inkscape: Add version 0.92.4-2 (commit adf1ac67)

Use the latest commit from the branch 0.92.x.

    adf1ac6770 Update Hungarian translation for 0.92 (100%)

Build with Potrace library and headers installed.
