autoconf_compat: add autoconf 2.13 required by firefox and friends #69

The Firefox family of programs currently requires the obsolete Autoconf
version 2.13 to be build.

This package contains Autoconf 2.13 as a compatibility package.

As the Makefile does not support destdir and we only need a subset of
the files installed, (e.g. no documentation), mee_install does not call
make install but does the job itself.

## The source URL(s) define the location of the sources that will be
## downloaded. Version variables may be used to simplify reuse of this bee-file.

To be able to provide more compatibility version for Autoconf, shouldn’t the version be put into the file name, that means autoconf_2.13_compat.be0.

Versionless in this case might not even be needed.

There are some typos in the commit message.

  1. programs
  2. currently
