Copy the picture to the boot volume, a good folder is “/Library/Desktop Pictures”. Then, issue (all on one line)

sudo defaults write /Library/Preferences/com.apple.loginwindow DesktopPicture "/Library/Desktop Pictures/my-favorite-new-picture.jpg"
